Bhutan is a kingdom governed by a Maharajah. By a treaty of August 7, 1949, with India, India undertakes to exercise no interference in the internal administration of Bhutan and Bhutan agrees to be guided by the advice of India in regard to its external relations. An annual subsidy is paid by India to Bhutan. Free trade and commerce between the two countries 1s provided. This continues the relationship formerly existing between Bhutan and Great Britain by treaties of 1865 and 1910.
Bhutan was governed until 1907 under a regime of two supreme rulers, the Dharm rajah (spiritual ruler) and the Deb rajah (temporal ruler). After 1885, no reincarnation being found for the Dharm rajah, the system fell into disuse and in 1907 a hereditary rajah was elected. A five year development plan was inaugurated at the end of 1961.
