Constitutions of Nations Volume I : Africa
The revised fourth edition of Constitutions of Nations begins with the volume containing the African constitutions. In 1964, when the first volume of the third edition was published, the independence of the new African nations — that 1s 82 out of the 86 countries contaimed in VolumeI — was still quite recent and it was inevitable that changes in constitutional structure would be more frequent and more widespread there than elsewhere. The time has come to make a complete revision of the Africa volume to take account of the developments since it was published.
Volume I now contains entries for 48 countries, as compared with 86 in the 1964 edition and 4 in the second edition published in 1956. The countries newly included are Botswana, Equatorial Guinea, Gambia, Lesotho, Mauritius, Southern Rhodesia, Swaziland. The mdependence of Guinea-Bissau, recognized by the United Nations in October 1973, came too late for an entry to be included in this volume.
Only six countries have had no change in their constitutional structure: Ethiopia, Guinea, Ivory Coast, Liberia, Mauritania, Niger. In addition, the constitution of Rwanda was unchanged but while this volume was in the press it was suspended (this fact is noted in the summary). Apart from the wholly new entries, there are new constitutions for twelve countries. Eight constitutions have been amended. Finally in nine countries the constitutions have been suspended. Their situation is described in a note which constitutes the entry. All the summaries have been revised and brought up to date.
