The chief method of trying to reach these goals continues to be an emphasis on problems. Because the problems as well as the facts of the American political system are extremely varied and wide-ranging, a special effort has been made to organize these problems in terms of five basic questions that the authors consider fundamental in understanding and evaluating American democratic government. These five questions are listed in the introduction to Part One, and the introductions to the remaining parts serve as guides to places where aspects of these basic problems are treated.
