Because this book concerns itself with the American political system, it is a study of federalism, of heterogeneity, and of diversity. Let us look at the differences between the two cities of Portland and their two states, Maine and Oregon. I assume, in this book, that those diferences are to be prized. Rather than follow a popular mode of thinking, which is to identify each set of differences, proclaim one to be superior to the other, and then impose the “superior” set on all cities and all peoples—-rather than follow such a style, I would insist that variety is good, and that it can be achieved best by decentralization of governmental forms and political power.
